Send it in a way that proves the date: email with delivery confirmation, certified mail with return receipt, or hand delivery with a date-stamped copy. Keep a copy with your records. If you attend an IEP meeting before withdrawing, also state there that you are rejecting the proposed placement and intend to enroll your child in a private school at public expense.
Why this notice matters
Federal law says tuition reimbursement may be reduced or denied if you withdraw your child without first giving the district written notice, at least 10 business days ahead, that you are rejecting its placement and enrolling your child in a private school at public expense (34 C.F.R. § 300.148(d)).
